What Is HIPAA
The Health Insurance Portability and Accountability Act (HIPAA) is a federal law that protects patient health information. For pharmacy technicians, HIPAA governs how you handle, store, and share patient data in your daily work. Understanding HIPAA is important for both the PTCE and your professional practice.
Protected Health Information
Protected health information (PHI) includes any information that can identify a patient and relates to their health condition, treatment, or payment for healthcare. In a pharmacy context, this includes prescription records, insurance information, patient profiles, and even conversations about a patient's medications.
The Privacy Rule
The HIPAA Privacy Rule establishes standards for how PHI can be used and disclosed. Pharmacies can use PHI for treatment, payment, and healthcare operations without specific patient authorization. However, sharing PHI for other purposes generally requires patient consent. Pharmacy technicians should share patient information only with those who need it for legitimate healthcare purposes.
The Security Rule
The Security Rule applies specifically to electronic PHI and requires safeguards to protect it. This includes computer passwords, secure storage systems, and proper disposal of electronic records. Technicians should follow their pharmacy's security policies regarding computer access, screen positioning, and data handling.

- Do not discuss patient information where others can overhear
- Verify the identity of callers requesting prescription information
- Position computer screens away from public view
- Properly dispose of documents containing patient information
- Do not access patient records unless you have a work-related reason

Expect scenario-based questions about when it is appropriate to share patient information and what steps to take to protect privacy. Understanding the general principles of PHI protection is more useful than memorizing specific regulation numbers.
